In recent years, the Jinan Start-up Area has regarded talents as the key resource for accelerating construction and development. The start-up area continuously optimizes all factor service guarantees to build a high-quality ecosystem for the development of talents and to stimulate the innovation and entrepreneurship vitality of the talents continuously. The start-up area draws on the experience of some advanced regions such as Xiong'an New Area, Tianfu New Area and Jiangbei New Area, adheres to the concept of “better than the best”, and forms a talent policy system which is competitive and conforms to the characteristics of the start-up area.
At the same time, the start-up area continues to improve its energy level and accelerate the construction of the platform. It also adheres to the principle of gathering talents through production and promoting production through talent, promotes the construction of platform carriers vigorously, enhances the R&D and agglomeration capacity continuously. It strongly supports the Chinese Academy of Sciences in carrying out key technology research, cultivating and incubating technology-based enterprises, and vigorously promoting the construction of scientific and technological innovation platforms.
To expand channels for attracting and gathering talents, the start-up area adheres to the combination of the principles of "going out" and "inviting in" to smooth the channels for that goal. The start-up area has successfully held two sub-regional competitions of the China (Jinan) New Energy Innovation and Entrepreneurship Competition, and conducted over 20 talent activities such as project roadshows, policy lectures, and talent salons in Hungary, Finland, Austria, and other countries. The start-up area has successively held large-scale activities of recruitment and introduction for the benefits of both parties, such as "Dialogue between Multinational Companies and the Senior Management of Jinan Start-up Zone" and "Entering the Import Expo", to promote the development prospects and entrepreneurial advantages of talents in the start-up zone in a deep and comprehensive manner, and to attract talents from both domestic and foreign countries to visit and exchange ideas in the area.
In order to improve the service system and create a first-class ecosystem for talents, the start-up area establish a talent service window relying on the administrative approval service center, provides one-stop business consulting services, entrepreneurship and employment services. Besides, the start-up area has built a cloud platform for the introduction and recruitment of the talents to achieve inclusive policies that are free of review, and conducted the full process of competitive policies online, allowing talents to enjoy efficient and convenient online services. What’s more, the start-up region has developed and issued Quehua Card for talents, established VIP service standards for talents, and provided high-quality butler style services for talents. All these measures have strongly promoted the housing project for talents, allowing them to take root and start businesses in this area in peace.
